PARKING RULES, REGULATIONS, AND GENERAL INFORMATION
Effective Dates: For the year 2010 all regulations pertaining to meter spaces and permits are in effect from May 15 through September 15. During this period all parking east of RT. 1 is controlled either by a meter or a parking permit. Feeding a meter or displaying a parking permit is required during times specified below, 7 days a week, including holidays. There are no “free parking” days during this period.
Meter Facts:
§ The rate for all meter spaces is $.25 for 10 minutes. ($1.50 per hour)
§ All meters will accept quarters only, or credit cards where available.
§ Payment at all blue meters (commercial zone) is required from 10:00AM until 11:00PM. There is a 2-hour limit at all blue meters.
§ Payment at all gray meters, or other meter spaces, is required form 10:00AM until 8:00PM.
Handicap Meter Spaces:
- 32 metered (requiring payment) Handicap spaces are located throughout Town, including several beach parking lots. All are 8-hour limit.
- 14 non-metered spaces are available on side streets, providing the vehicle displays a handicap tag, sticker, or license plate, and also displays a Residential Parking Permit.
- All beach front parking lots now have a ramp for wheelchair access to the boardwalk.
PNC Bank Parking Lot:
- During the hours that the bank is open for business only bank customers actively engaged in banking business may park in their lot. During the hours of bank operation all meter spaces are covered with a bag stating “Bank Parking Only”. Compliance is aggressively enforced.
- After hours of bank operation the general public may park in the lot until 11:00PM, paying meters as required in the commercial zone.
- "All night" parking is not allowed in the bank lot.
Coin Change for Meters:
- (8) Bill Changers are currently located throughout Town. The locations are Wellington Parkway beach lot, Campbell St. beach lot, Garfield Parkway beach lot, Ocean View Parkway beach lot, the north-east corner of Garfield Parkway & Pennsylvania Ave., and one each in both the east bound and west bound lanes of Garfield Parkway in the center of the business district, and one at the northeast corner of N. Pennsylvania and Central Boulevard.
- Meter change may also be obtained at the Coin/Information Booth located at the Garfield Parkway beach lot.
Daily Parking Permits (For indicated meters only):
- 1-Day ($13), 3-Day ($39), and 7-Day ($84), Parking Permits (Yellow hangtags) may be purchased at the Coin/Information Booth located at the Garfield Parkway beach lot or the Police Department, located at 214 Garfield Parkway. Daily Parking Permits may be used only at locations controlled by gray meters or pay stations. Daily Parking Permits are also not allowed on non-meter controlled streets designated “Residential Permits Only”.
- Daily Parking Permits must be clearly displayed in your vehicle.
Residential Parking Permits: (Orange Hangtags)
- Only those owning property within the incorporated limits of Bethany Beach may obtain a Residential Parking Permit. Residential Permits can be obtained at Town Hall, located at 214 Garfield Parkway. Proof of property ownership must be produced.
- Each property owner is allowed a maximum of (2) Residential Parking Permits. The 1st permit is free, 2nd permit = $25.
- Lost Residential permits can be replaced for $50.
- Residential Permits can not be used at meter spaces.
- Residential Parking Permits are only valid on side streets with signage indicating “Residential Parking Permits Required”.
- These permits must be clearly displayed in your vehicle.
- Residential Parking Permits must be displayed between the hours of 10:00AM until 8:00PM on Parkwood, Hollywood, Campbell, and Central streets.
- Residential Parking Permits are required from 10:00AM until 4:00PM on all other streets designated for Residential Parking Permits.
- Parking on streets designated as Residential Parking is free before and after posted times that the display of these permits are required.
Business Seasonal Parking Permits: (Pink)
- Seasonal Parking Permits are restricted to Bethany Beach business owners and their employees only.
- Business Employee Seasonal Parking permits can be obtained by the business owner upon showing verification of employment for $25. Holders of this permit may park on any east-west street west of Pennsylvania Ave., except Garfield Parkway and Central Boulevard metered spaces.
- A “Gold Seasonal Parking Permit” is restricted to business owners only and allows parking at any meter other than blue (commercial zone) meters. The cost is $350.
- A “Platinum” Seasonal Parking Permit is restricted to business owners only and allows parking at any metered location. The cost is $1,000.
- All Seasonal Parking Permits must be purchased at Town Hall, located at 214 Garfield Parkway.
- All permits must be clearly displayed in your vehicle during use.
Scofflaw and Booting Policy:
- Based on the number and/or age of delinquent parking tickets, a Warning Notice or Boot will be placed on the violating vehicle. The Boot Fine is $45 and will be removed ONLY after all delinquent tickets have been satisfied.
Ticket Payments:
- Parking fines may be mailed in the ticket envelope (include ticket number on check), deposited in an Courtesy Drop Box (stainless steel boxes located throughout Town), paid at Town Hall/Police Department, located at 214 Garfield Parkway, or paid on-line: www.townofbethanybeach.com/payments.asp. Do not mail cash, but cash may be included in envelopes that are dropped in the secure Courtesy Drop Boxes. Late fees are defined on the ticket and envelope.
- Parking tickets left unpaid for (14) calendar days will be subject to an additional penalty of double the original fine per violation.
- A receipt for cash payment may be obtained at the Police Department.
General Parking Information:
- When placing money in a meter make sure you are feeding the correct meter.
- Cars must park “head-in” at metered locations where posted.
- If you park at a space having a bumper stop make sure you pull all the way forward and do not leave the rear of your vehicle protruding into the roadway. (Strictly enforced).
- Do not park in a bike path. (Strictly enforced).
- Do not park in spaces designated as “Lifeguard Parking”, even at night.
- Do not block driveways (20 feet width), or as designated by yellow line.
- Do not park on or over sidewalks.
- Report any meter problems to a Parking Enforcement officer or call the Bethany Beach Police Department @ 302-539-1000 for other concerns or questions.
